I wanted to post some updated information for the Fox Valley ATC. Below are the regulations for all ATC centers and the added benefits and rules for Fox Valley:
All ATC Facilities:
Upon arrival, the ATC resident is on Level 1. This is the orientation phase. This level lasts 30 days and means that they can go to Walmart (or the approved shopping facility) on 2 staff-accompanied shopping trips and can go on unescorted job searches. They automatically progress to level 2 after the 30 days is over.
Level 2 is a 60-day level. During this time they can go to Walmart 2 times a month, unaccompanied, and is able to go on unescorted trips to the bank. During this time period they are also able to go on job searches that are approved by the counselor and, in Peoria, they can go to One Technology Plaza for job search resources and assistance. During this time period they are expected to find a job.
After the 60-day time period they will be promoted to level 3, though they can be kept on level 2 if they have not found a job yet.
On Level 3 they are given one 48-hour CCL (correctional center leave) pass, during which they can go to their approved homesite, as long as they have a job and have received at least one paycheck.
They are also given 24 hours of IRT (inmate recreation time) to be used each month which can be used to shop and go out to approved restaurants to eat. Level 3 is a 30-day level and after this time period is over they will progress to level 4.
On Level 4 they will receive 4, 48-hour, CCL passes home each month. They will also get 48 hours of IRT to be used each month.
Fox Valley:
Fox Valley allows for a level 4 Honors program. You must be on level 4, in good standing for 4 months before moving to the honors program. This allows an inmate to have a CCCL pass for 72 hours at home 5 times per month. While at home you can have up to 8 hours out on a pass. 1 pass must be to home that has a landline (family or friend) and 1 pass can be a public outing to a restaurant, shopping, movies, etc. You cannot take 2 public outings on the same day. In an emergency situation you can request to visit a family member that has been hospitalized or put in a nursing home.
To stay leveled up you must maintain 35 hours a week at work for the CCCL (Home Passes) and IRT (Individual Release Time) passes. You must also maintain 30 hours a week of work to stay off the in house porter list.
Fox Valley no longer offers any college classes on site but once you hit Level 3 you can enroll in outside college classes. You will not get IDOC contract days for these college classes.
You must meet support class meetings on all levels: Substance Abuse, NA, AA, CA, GA, Overeaters Anonymous, etc. These meetings are held at the Fox Valley Fellowship or Presence Hospital.
Level 1 - 1 in house meeting weekly.
Level 2 - 1 in house meeting weekly.
Level 3 - 1 outside meeting weekly.
Level 4 - 2 outside meetings weekly.
Level 4 Honors - 2 outside meetings weekly.
Upon arrival at Fox Valley (always on Friday) you will go through a series of orientation phases to meet with the social worker, substance abuse counselor, and your own counselor within the first few days.
You will be able to make a phone call to your family. They will be able to drop some things off to you that are on the approved list but you will not be able to visit them until your visiting list is approved. Your family can also mail items in. DO NOT have your family send cash in the mail!!!
The new porter list comes out on Saturday nights for the following week. You will be assigned a kitchen job or in house porter on the 7-3, 3-11, or 11-7 shift. The porter list changes weekly. You will remain on the porter list until you turn in your 1st full paycheck.
On the second week you are at Fox Valley you will go to the DMV to obtain your state ID card and social security office if you need a replacement SS card.
Once you meet with the employment counselor you will be able to look for work. The employment counselor will help place you at a job or you can go to Job Services to look for your own job. The longer you wait to find a job the longer you will be on the porter list. Once you hit level 4 you can work 2 jobs if you choose to.
Usually around week 3 you will meet with the Warden. They will explain the expectations of you while at the facility. This facility has ZERO tolerance for drugs and/or alcohol. You will be sent back within a week if you have a dirty drop!!!! There are other cases for being sent back depending on the severity of the issue, any tickets received, your conduct etc.
If IDOC kicks your name out for ED your counselor will submit the paperwork. Otherwise you will have to be a level 4 for the counselor to put you in for ED. If you are approved for ED it is at the discretion of the parole officer to allow movement while on the ankle monitor. Some officers allow work only movement and some officers allow no movement at all unless it is medical as you are technically still an inmate but serving your time at home.
If you complete the Fox Valley ATC successfully the warden will submit paperwork for you to be released off parole in 3 months. However it is up to the discretion of the parole officer to follow this recommendation.
