I hope someone can help me with this question.....what the heck is going on with inmates asking for transfers (less than 2 years left, by the way) and being told they are denied because they need more observation???.  So far close to 300 complaints have been made.  Who the heck is making these decisions?  Any feedback would be helpful.  Thank you in advance.

It is frustrating but contrary to what IDOC says not many inmates are being released and the prisons are still overcrowded.  Which means not alot of bed space to transfer to.  I dont know for sure but I would assume the Warden has the say on transfers.
