So confused

My LO is at Hill with 10 months left.  He is eligible to apply for work release in November....his counselor said he wasn't a good candidate, but when I called Springfield they said he was a great candidate and encouraged him to apply.  Another person at Hill said the counselor is lazy and doesn't want to do the paperwork.

Here are his stat's - first conviction/time in prison on a class 2 (He did do 410 probation on a class 4 previously)
One ticket while in Cook County (for sleeping through his therapy appointment), has not had a single ticket while at Hill so far
Starting college classes next month

Also, this is unrelated, but he just got moved to the worst house in Hill from one of the best.  People have told him that because he's low risk, he's super movable.  Is this true?  He's scared now because this house has fights and he doesn't want to hide in his cell to make sure he doesn't get any tickets for being in the wrong place at the wrong time.
