Can A Transfer be Removed?

Does anyone know if an inmate is approved for a transfer at their location and by Springfield can that transfer be removed? or how to find out why this would happen?

He has to talk to his counselor, it used to be if they refuse the transfer, they used to put them in SEG for awhile or send them anywhere else they wanted.   

Tell him to talk it over with his counselor.
