Some inmates are approved for work release with a class X.  As Mah said, though, there are far more work release applicants than there are beds at the ATCs.  Be patient and apply again if initially denied.  From my experience, not that this is the absolute truth all of the time, most inmates with a class X conviction that are approved for work release have drug charges. 
As for your other question, inmates cannot APPLY for work release until they are 26 months short.  They are not eligible for TRANSFER until they are 24 months short.

My husband's counselor told him he could apply for work release because his class X was 50% served, and not 75%.  He is 32 months shy, so he applied for permanent party.

Permanent party is a great way to get to a work release center before being eligible for work release itself. Inmates that are 32 months shirt are eligible to apply, though it is important to remember that permanent party inmates sign a 6 month contract, regardless of how short the time that they have to serve.  Even I you are within the work release eligibility category (24 months short or less) you still must complete your 6 month contract before beginning work release.
